In the past 10 years, as a developer, HAMC has added or rehabilitated 600 affordable units across its portfolio. The development of these units had a total development cost of over $120 million. HAMC is also the first Public Housing Authority (PHA) in the state of Arizona to have transitioned all its Public Housing units through Rental Assistance Demonstration (RAD) conversion. HAMC leveraged the existing capital reserves of the older Public Housing projects with financing from private lenders to modernize about 500 units during the RAD conversion. Through its development efforts, HAMC has been able to achieve:

Modernization of its housing stock.

Redevelopment of older housing units.

The creation of new affordable units.

HAMC has partnered with many national, state and local organizations to develop these units as well as provide supportive services to residents. The partner organizations include but are not limited to Maricopa County Industrial Development Authority, City Governments, Arizona Department of Housing, Arizona Department of Economic Security, Gorman and Company, Raza Development Fund, National Parks Services, Arizona Health Care Cost Containment System (AHCCCS), among others.

In the past, we have used various federal and state programs to bring investments from private corporations to our communities. Such programs include 9% Low Income Housing Tax Credits (LIHTC), 4% Low Income Housing Tax Credits, in combination with Private Activity Bonds (PABs), Historic Tax Credits (HTC), Federal Home Loan Banks’ Affordable Housing Program (AHP), HOME, and CDBG.

Vetted thoroughly with the Maricopa County Board of Supervisors, GEM Housing Solution, the non-profit Corporation of the Housing Authority of Maricopa County (HAMC) was formed on January 10, 2018, to carry out the mission to expand the availability of affordable housing in Maricopa County.

GEM Housing Solutions Mission is to “lessen the burdens of government” through the performance of activities and services that support the Housing Authority and promote the protection and expansion of the affordable housing stock in Maricopa County

NORTON CIRCLE APARTMENTS

Norton Circle Apartment, a $34.73 million project to be located in Avondale, AZ, started construction in September 2022. Norton will receive $20,158,050 in 9% LIHTC equity and $1,325,000 in National Housing Trust Fund from ADOH. The construction will be completed by January 2024 and stabilized occupancy by July 2024. Upon completion, the development will have 100 one-, two-, and three-bedroom affordable units. There will be a separate community building that will provide indoor space for various services and programming. This is HAMC’s first project as sole developer.

HERITAGE SENIOR APARTMENTS IN SURPRISE, AZ

Heritage Senior received an award of $9.1 million from HUD under their Section 202 program to develop 99 one-bedroom units that will be affordable to seniors. The project also received a reservation of $2,080,000 in 9% Low Income Housing Tax Credit (LIHTC) from ADOH in June 2022. It will close in July 2023 and begin construction soon after. It will be located next door to the City of Surprise’s new Senior Center which will also start construction in 2023. The property from virtue of its design and location will offer a plethora of services to our seniors.

GOODYEAR FAMILY AND SENIOR DEVELOPMENT

HAMC has partnered with Dominium to develop a 396-unit affordable family and a 256-unit affordable senior community in Goodyear. The project will be located on a 28-acre site and offer amenities such as a club room, fitness center, hair salon, craft room, theatre, a pool, shade structures and a ramada.
