During open enrollment, interested applicants completed an initial application or “preapplication” electronically. Pre-applications were accepted in a manner as described in the public notice advertising the opening of the waiting list, including a random “lottery” style placement on the waiting list. A random “lottery” style placement means:
• At the close of the wait list opening period, HAMC conducts an electronic lottery.
• Each application is assigned a number and a computer program randomly selects the lottery winners, that is, the number of applicants to which HAMC estimates will be able to provide assistance within the next twelve months.
When HAMC conducts a lottery, all applications in the lottery pool had an equal chance of being selected. When you applied, or any preference points for which you might, eventually, be eligible for did not help or hurt your odds of being selected in a lottery.
Only the total number of applicants in the lottery pool impacted your chance of being selected for placement on the waiting list. No application had a better chance of being selected than another.

The computerized waiting list lottery of all completed/approved pre-applications received during open enrollment was initiated on Friday, September 8, 2023.
Once the computerized wait list lottery was initiated, auto-generated emails were sent out to all “selected” and “not selected” applicants. The same correspondences were attached to show on the applicants portals once logged in, additionally notifications were printed for mailing. Due to the volume of requests, mailed copies of the computerized wait list lottery result are currently being processed.
