The Housing Authority of Maricopa County (HAMC) announced a $500 signing bonus for landlords in Maricopa County participating in the Section 8 Housing Choice Voucher Program. Beginning October 1, 2020, Landlords will receive a $500 signing bonus for an executed Section 8 Housing Assistance Payment (HAP) contract within the Housing Authority of Maricopa County’s Jurisdiction. This bonus is subsidized with Federal CARES Act funding and is specifically for landlords in HAMC’s Jurisdiction who make their properties available to voucher holders. With the need for affordable housing for County Residents, this new signing bonus program will provide landlords a strong incentive to sign a Housing Assistance Payment contract, opening the door for stronger communities. The incentive will be available until the funds are exhausted. It is estimated that HAMC will be able to execute approximately 200 new contracts.
Dear Valued Landlords and Owners,
The Housing Authority of Maricopa County (HAMC) is aware that November 2020 HAP payments have not been released at this time. HAP payments shall be released within the next three business days. HAMC is sorry for any inconvenience this may have caused and appreciates your cooperation while staff works to release the pending HAP payments.

In July 2020, all notification letter related to HAMC’s 2020 HCV interest application lottery selection were sent to both those selected and those not selected.
Congratulations if you were among the 4000 selected in the HAMC HCV 2020 waiting list lottery. More than 9200 entries were received for the combined City of Tempe and Housing Authority of Maricopa County Housing Choice Voucher (HCV) Program Waitlist – Lottery (2020). For those NOT selected in the lottery process, please visit our website on a periodic bases to learn of future HCV waitlist openings, non-selectees are ineligible for the HCV 2020 waiting list.
Selectees from HAMC’s lottery were sent written notification directing them to register on HAMC’s online applicant portal and to complete the formal waiting list application by 9/15/2020.
The Housing Authority of Maricopa County does not provide waiting list position information.
Applicants can check their status online by logging into the Applicant Portal. We advise that applicants use the portal to periodically check application status. If selected from the waiting list an applicant will be notified by mail and/or email. Also the status displayed on the portal will update to reflect one has been selected in order to determine eligibility and further instruction will be provided as to how to complete the ‘Intake Certification’ process.
We anticipate due to staffing shortages related to Covid-19, that it may take several weeks perhaps until 10/15/2020 for submissions from the 4000 selectees to be reviewed.
We appreciate your patience.
Important Information – Please READ!
Per the letter, RE: HAMC HCV Program Waitlist Lottery Notification, page 5 of 6
“Once you register and complete the formal application on the applicant portal, the application will be reviewed to ensure only lottery selectees are added to the waitlist. (*)
Once accepted the displayed status for the waitlist will be updated from ‘Pending’ to ‘On List’. Your household will remain on waitlists (**) until your family has been selected to determine eligibility for an HCV voucher.”
(*) All applicants will have a “Pending” Status after successfully completing their online 50058 application. “Pending” status accompanies the email that states: “Thank you for completing Online Application in RENTCafė. We have forwarded it to staff for review.” When the review has been completed by HAMC staff and if you were among the lottery selectees you will receive an email indicating your application status has been updated from ‘Pending’ to ‘On List’.
(**) A voucher must be available before an applicant can be “selected” from the waiting list to receive a voucher. Historically speaking, the average wait time is generally 2-6 years from the applicant being placed on a waiting list to being “selected” from the waiting list. The additional steps between being “selected” and possibly receiving an HCV voucher can take several additional months. After being “selected” program eligibility has to be determination. Finally, a “selected” applicant who is program eligible will be issued a voucher, briefed about the program. After being briefed, the voucher holder will search for a rental unit, have the unit inspected by HCV staff. If the inspection “PASSES”, the voucher holder may complete the leasing steps with the landlord.
Excerpts from the website published waitlist opening Frequently Asked Questions:
After I apply, why does it take so long to receive assistance?
The Housing Authorities are not able to pull names from the wait list until a voucher becomes available. When someone leaves the program, we are able to issue a voucher to someone on the waiting list.
How will I know I am on the waitlist?
HAMC: Applicants selected from HAMC’s lottery will be sent written notification directing them to register on HAMC’s online applicant portal and to complete the formal application. The applicant portal allows applicants to check their waiting list status, reply to future ‘Save My Spot’ inquires, and when pulled from the waitlist, complete the ‘Certification for Intake’ process online.
How do I stay on the waitlist?
Once placed on the either the Housing Authority of Maricopa County and/or the City of Tempe Housing Authority waitlist, applicants must notify the Housing Authorities of any and all address changes. Finally, while on the waitlist, applicants must respond to all correspondence received from the Housing Authorities or you will be removed from the waiting list.
